Facility & Parking Lot Usage – Terms & Conditions

These Terms & Conditions govern requests to use the Snoqualmie Valley Alliance (SVA) parking lot. A submitted request does not constitute approval. Use is permitted only after written confirmation from SVA staff.

1) Definitions
Applicant: the individual or organization submitting the request.
Event: any activity taking place on SVA parking areas under this request.
Premises: SVA parking lot and immediately adjacent areas authorized for use.

2) Eligibility & Approvals
Approval is granted at SVA’s sole discretion and may include conditions or limits on use.
Requested start/end times must include all setup and cleanup. Access outside approved times requires prior written consent.
Applicant must be 18 years or older and authorized to bind the sponsoring organization (if any).

3) Conduct, Supervision & Prohibited Items
Children must be under the direct care of responsible adults at all times; no unattended minors on Premises.
Smoking, vaping, fireworks, illegal drugs, and unlawful substances are prohibited.
Alcohol is prohibited unless specifically approved in writing by the SVA Governance Board and all required permits and licensed servers are in place.
No open flames or fires without an approved Eastside Fire & Rescue permit. Portable grills/heaters require pre-approval and fire extinguishers.
No weapons, hazardous materials, or vehicle maintenance/fluids disposal on Premises.
Animals are not permitted except service animals, unless otherwise approved in writing.
No drones or aerial devices without prior written approval and compliance with applicable law.

4) Parking Lot Rules
Maximum vehicle capacity and traffic flow patterns designated by SVA must be followed.
No overnight parking, camping, or vehicle storage without written approval.
Tents/canopies must be weighted; no stakes may be driven into asphalt or landscaped areas without written approval.
Signage, booths, sales, or commercial activity require prior written approval.
Access to power/water is not guaranteed; cords/hoses, if approved, must be secured to prevent trip hazards.
Restroom/building access is not included unless expressly approved and may incur additional custodial fees.

5) Noise & Neighbor Considerations
All sound must comply with King County noise ordinances.
Amplified sound requires SVA pre-approval and must conclude by 10:00 PM unless otherwise approved.
Applicant must minimize impacts to neighboring homes and businesses and ensure orderly arrival/departure.

6) Vendors, Food Service & Special Activities
Food trucks/caterers, inflatables, staging, or similar attractions require prior written approval.
Vendors must carry their own insurance and permits; proof must be provided to SVA on request.
Inflatables and amusement devices require vendor certificates naming SVA as additional insured.
Traffic control and security staff may be required by SVA for larger events at the Applicant’s expense.

7) Safety, Emergency & On-Site Contact
An on-site responsible contact (name and mobile number) must be present for the entire Event with the exception of a Parking Lot Only Rental.
Applicant must comply immediately with directions from SVA staff, emergency personnel, or law enforcement.
SVA may suspend or terminate the Event if unsafe conditions arise or these Terms are violated.

8) Insurance, Liability & Indemnification
Applicant must provide proof of general liability insurance with limits of not less than $1,000,000 per occurrence, naming Snoqualmie Valley Alliance as an additional insured, when requested by SVA or as a condition of approval.
Applicant is fully responsible for the safety and conduct of all participants, guests, and vendors.
SVA is not responsible for loss, theft, or damage to any property or vehicles on Premises.
Applicant agrees to defend, indemnify, and hold harmless SVA, its governing board, staff, and employees from and against all claims, losses, damages, liabilities, judgments, settlements, attorney’s fees, and costs arising out of or related to the Event, except to the extent caused by SVA’s sole negligence or willful misconduct.

9) Care of Premises, Cleanup & Damages
Applicant must return Premises to original condition, including removal of all trash, signage, equipment, and personal property.
Excessive cleanup, repairs, or damages will be billed to the Applicant. A refundable deposit may be required.
Stormwater drains must be protected; no dumping of liquids or debris.

10) Laws, Codes & Permits
Applicant must obtain and comply with all required permits and approvals (e.g., city/county, health department, Eastside Fire & Rescue).
All applicable laws, ordinances, and King County Code remain in full force and are not altered by these Terms.
Approval by SVA does not authorize any action that violates law or other regulations governing use of public or private property.

11) Revocation & Enforcement
SVA may revoke approval or terminate Event operations for non-compliance, unsafe conditions, or unreasonable neglect.
Failure to comply may affect eligibility for future use.

12) Miscellaneous
Severability: If any provision is held invalid, the remaining provisions remain in effect.
No waiver: SVA’s failure to enforce a provision is not a waiver of the right to enforce it later.
Governing law: These Terms are governed by the laws of the State of Washington.
